Permanent Affordability

As a matter of simple equity, quality housing should always be accessible to everyone. The Douglass CLT will preserve and increase the number of homes, both rental and home-ownership, that are permanently affordable for current and future generations of District residents.

In addition to residential properties, we are expanding our efforts to include commercial and mixed-use developments, ensuring that local businesses, nonprofits, and community spaces remain accessible and sustainable.

How Do CLTs Work?

Community Land Trusts (CLTs) make housing and community spaces permanently affordable by separating land ownership from building ownership.

The CLT Model

CLT owns the land – The community land trust holds ownership to keep it affordable forever.

Homeowners, businesses, or nonprofits own the buildings – They lease the land through a long-term, affordable Land Lease.

Affordability is locked in – The lease includes rules to prevent price spikes, ensuring low-income residents and small businesses have stable, lower-cost spaces.

Stewardship

Stewardship is about securing a community’s physical assets and building the wealth of its residents. At Douglass CLT, we recognize that each property in the land trust is not just owned by an individual or business – it’s a community asset.

Our stewardship approach ensures that properties remain well-maintained and permanently affordable while also providing support and resources to residents and small businesses that occupy them.
